How To Build, Implement & Defend An Affirmative Action Plan
Now is the time to hone your skills! This seminar is designed to build the skills of
individuals involved in any aspect of the AAP from the actual design and preparation to its
implementation and defense. Through group discussion and evaluation of a sample affirmative
action plan, participants will gain a complete understanding of the affirmative action planning
process as well as the importance of communicating, both internally and externally, the plan's
objectives. Presenters Allen Oyler and staff from the Portland office of the OFCCP will share
their technical, legal and practical expertise in a hands-on, workshop environment.
Each Participant will walk away with a CD of the presentation and other valuable reference materials.

WORKSHOP CONTENTS
- Regulatory Overview - Discussion of coverage thresholds, the new OFCCP definition
of an applicant, parent-subsidiary issues, governing agencies, recent audit trends,
and the role of affirmative action.
- AAP Components - Review of the requirements of a sound affirmative action plan,
including the narrative elements, workforce analysis, organizational profile,
designation of job groups, availability & utilization analysis and identification
of problem areas.
- Evaluating the AAP - How to evaluate and improve the effectiveness of your
current plan, including major statistical analysis.
- Compensation Analyses - Tools for examining and analyzing your organization's
compensation practices, to reduce the risk of incurring OFCCP penalties.
- Audits - Suggestions for preparing for an audit, including steps to take both
before and after the audit notice is received.
- Q&A - Presenters will field your questions throughout the day.
PRESENTERS
Allen Oyler is the President of Onsite HR Services, a leading provider of strategically
oriented and effective human resource leadership. With over 20 years of experience in
Fortune 500, health care, financial and high technology companies, Allen has helped these
organizations meet their human resource and bottom line objectives. As an Adjunct Professor,
Allen has taught Business Law and Human Resource Management courses at Marylhurst University
and Portland State University. He was the Chairman of the National EEO Committee for the
Society of Human Resource Management (SHRM). He was Treasurer of the NWEEO Board. Allen
received his B.S. in Psychology from Brigham Young University, a M.S. in Management
(emphasizing Human Resource Management) from the University of Utah, and a Juris Doctor
in Law from The Lewis and Clark Law School. His educational background, years of
in line-management, and expert understanding of the human resource field gives him a
balanced and practical approach in addressing complex strategic and diverse practical
business issues.
OFCCP Compliance Officers - Knowledgeable individuals charged with enforcing affirmative
action and equal opportunity laws will be available to answer questions and provide
information related to the latest trends from the government.
